Originally programmed by Sega for their arcade Model 2 software and re-programmed by Tantalus for the Saturn (or so I believe).  This isn't Tantalus's first Saturn game either. They were responsible for Saturn conversions of House Of The Dead and Manx TT Super Bike.  Sadly Sky Target follows their House Of The Dead conversion rather than their Manx TT conversion with it's blocks and super warping polygons but luckily the game play is still intact.  Sky Target is best played with the Saturn's analogue controller for a better feel but it is fully playable with the standard controller unlike NiGHTS.  If you're after an After Burner style game then Sky Target is the one for you but don't expect it to knock you out with it's visuals.
