The Sega Saturn Flash discs were only ever released in Japan and Europe despite what IGN say.  The European version differ in contents from the Japanese versions plus have no covers since they came on the front cover of the Official Sega Saturn Magazine.  I'm not too sure what volume the European versions went up to but I know it was no where near as many as the Japanese version.
