This is a special version of Eternal Arcadia only released in Japan as part of Sega's strategy to laure in more customers.  The name of these special editions is @barai.  What you get is the standard game that features a lock in the program.  You can play so far in to the game until the lock kicks in asking you for the @barai key.  The idea is that if you enjoy the game then you purchase the key.  The price of the key plus the discs adds up to a slightly cheaper price of the full game in value terms from what I remember.  Quite a nice idea in principle but as you can guess it never really took off.  Only a hand full of games were released in the @barai format, all coming in DVD style cases.  Which brings me to the question of why is this version in paper sleeves?  There is a DVD cased version of this game so I'm wondering if this version was given away on a magazine or something.
